Is it true the Federal Reserve is privately owned?

I'm in Ireland, not the States and was asking a question about US taxes etc, one answerer said that US Federal tax - income tax - was actually nothing to do with the US government??? And that the Federal Reserve bank was privately owned??? What do they mean? I'm pretty sure they're wrong. Thanks.
