FIFA 11- get around signing players from higher leagues.?

I'm playing with NY in the MLS, and sold all my reserves. I have 10million dollars and nowhere to put it. Do I just have to offer a lot more money? If there's an article or something on how all the leagues relate to each other, a food chain or something, that would also be helpful.
